In the early 1900's, Edison developed a method to construct homes by pouring concrete into a huge, complex mold. All interior & exterior walls, ceilings and the roof were formed in one operation.
The Valley View homes were made using Edison’s method and from concrete produced by Edison’s Portland Cement Company at New Village, NJ. His cement was also used for construction of Yankee Stadium and other structures in New York City.

PHNDC is a non-profit, non-governmental, all volunteer, corporation that was organized in 1981 (through an initial Federal Grant) by local Phillipsburg citizens to promote better housing and to rehabilitate neighborhoods in the Town of Phillipsburg. We acquire, construct and develop properties, that are then rehabilitated and sold or leased to low to moderate income individuals. PHNDC was initiated and is maintained by Phillipsburg citizens for Phillipsburg citizens, although the program is open to all qualified applicants.
PHNDC’s mission is to improve the housing stock of the town, converting multi-family units to single-family homes, creating “pride of ownership” for first time home owners.
PHNDC provides advise and help in obtaining a mortgage, working with banks to craft very creative financing schemes. PHNDC also works with various town officials to help comply with local ordinances and permit requirements.
To date, the PHNDC has completed approximately 20 units since its inception. Currently, we have three (3) active projects: 2 homes on Jersey Street and a property at 152 Sitgreaves Street, for which we have partnered with New Jersey Youth Corps.

The Phillipsburg Housing Authority (PHA) is a public non-profit organization whose primary objective is to provide decent, safe, and sanitary housing to low income individuals and families. The PHA operates in accordance with HUD regulations. It is the policy of the PHA to house persons without regard to race, color, religion, sex, familial status, handicap, or national origin.
The PHA operates 580 housing units consisting of two family developments and three senior high-rise buildings. Our units range from efficiencies to 4 bedrooms. We can also accommodate those who are physically challenged. Senior accommodations include off-street parking, social clubs, and on-site laundry facilities. Rents are based on income with a maximum of $650 monthly, including all utilities except phone and cable. The Phillipsburg Housing Authority is centrally located close to schools, business, and shopping providing convenience for our residents.
Resident Opportunities
Besides providing quality housing the PHA provides assistance to individuals and families with low income to become self-sufficient through on-site services and programs in our community building. GED & ESL (English as a Second Language) classes, computer training, and NORWESCAP Head Start are just to name a few. Funding is available for job training, Firth Youth Center membership, and students who receive perfect attendance and/or honor roll. Residents can become involved with their community by joining our Resident Advisory Board.
The Application Process
To be eligible for assistance, applicants must meet the definition of a single person or family as defined by Federal law. Eligibility determination is based on anticipated annual income. The head of household must be at least 18 years of age or older. Applications for PHA will be taken Monday through Friday 8:30-3:30. Once an application is complete, the application will be assigned an appropriate place on the waiting list, according to the date and time of application, type and size of unit required and local preferences defined by the PHA policy. Ineligible applicants will be notified in writing along with the reason for denial.
